Background Information:
The Rural & Northern Locum Programs (RNLP) team is responsible for administering a collection of high-volume, operationally intensive programs that connect rural and remote communities in need to time-limited physician coverage. The programs vary in their scope, scale, and historical development, leading to varied workflows and implementation of digital tools. At present, RNLP’s digital tools are antiquated and inefficient, leading to poor end user experience, ineffective utilization of the team’s resources, increased security risks, and an inability to expand to meet the province’s needs. Modern technology and tools present significant opportunities to improve RNLP’s operations.
The purpose of this procurement is to acquire multiple contingent resources to support the delivery of a Ministry objective (Operations of Rural & Northen Locum Program operations) through a more modern and secure solutions.

Responsibilities:
Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs
Interacts with the business stakeholders and subject matter experts to understand their requirements
Plan and execute requirement analysis, gathering, and documentation
Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the project
Desired Skills:
· Knowledge and understanding of Information Management principles, concepts, policies, and practices
· Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
· Experience with a wide range of methods, tools, and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
· Experience in structured, object oriented and agile methodologies for user requirements and business analysis
· Experience developing performance measures for business analysis evaluation and subsequent follow-up
· Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs
· Interacts with the business stakeholders and subject matter experts to understand their requirements
· Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the project
Required Skills:
· High level of experience in business gathering, business requirement documentation, agile methodology
· Experience in Azure, and various Microsoft technologies
· Experience in applying re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches
· Experience in conducting business analysis at varying levels of details, aligning with Project Management Methodology, Enterprise Architecture and Gating Process
· High level of experience in requirement gathering strategies, preparing business cases and cost-benefit analysis, and conducting feasibility studies for business I&IT initiatives
· High level of experience in developing processes for requirements gathering including but not limited to JAD sessions, interviews, mock-ups
· Experience in business modelling; use case modelling; conceptual and logical data modelling; process and data flow modelling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
· Experience in project monitoring, problem solving and reporting
· Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-ups
· Experience conducting requirements gathering, developing documentation, including presentations, and briefing notes and conducting stakeholder engagement
· Awareness of emerging I&IT trends and technologies
· Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

Deliverables Include:
· Conduct business analysis on HFO (Health Force Ontario) applications
· Conduct requirement analysis, gap analysis and impact analysis
· Conduct system/requirement and technical documentation
· Conduct the risk assessment and document mitigation strategies to support the compliance with Ontario Health security, architecture, and privacy standards
· Conduct business requirements documentation, create functional requirements document, user stories, use case diagrams and specifications, business process documentation and flow diagrams, mock-ups, and prototypes
· Conduct current/new system analysis
· Support current/new system architecture analysis
· Support current/new system design documentation
· Support identifying existing technology and application security risks
· Support the technology analysis to migrate the applications to Ontario Health Azure environments
· Prepare training materials
